Will Toyota need a government tax incentive to motivate buyers to buy a Prius?

As the title states, will Toyota need a government tax incentive to get people to buy a Prius just like what happened with the Chevy Volt and Nissan Leaf? Toyota seems to be heading in the right direction by offering quite a few different Prius models for 2012/2013 but during the time Toyota had it's number of issues, they lost customers. GM is coming back strong, so are many other manufactures.

Could Toyota convince people the Prius is better than other comparable vehicles?
