sure does look like the area around the Toyota site in Michigan, usually thats where all the spy photographers like to hide out at and snap these pic's.
don't expect the prius C interior to be significantly different from the prius V and prius sedan. it's an amazing interior already, why change it

Thats where you're wrong. That is what most likely will be the interior for the production model. If you look closely its all taped up to hide whats underneath. Thats what they usually do to prevent people from seeing whats underneath.
