We have a 2013 Prius Plugin. When the fan comes on (auto setting) it starts at its highest setting and produces an unusually loud noise. When the fan drops to a lower speed the noise stops. We took the car to a shop (not Toyota) who told us they at first thought debris in the fan motor but after closer inspection said the fan was beginning to fail. This shop had given us “questionable” info on other problems (tires, brakes, etc) so I think I’ve lost trust. They told me btw $400-$500 to replace because of labor taking the entire dash off. Are they lying again?

I would suggest that you have a Toyota dealer take a look at it.
It still could be debris in the fan or ducts.

AND......if your vehicle has never seen a Toyota shop since you have owned it, there are things that need attention which a "normal" shop likely wouldn't know about.......like the battery cooling vents.


Under exactly what circumstances does the fan start out on HIGH when set to AUTO ??

The only way mine will do that is if the outside temp is extreme and you have just started out driving.
With AC it comes on pretty much right away.
With HEAT it needs to be driven for a few miles before anything happens.
