2014 Prius V - crazy story - what is this ?

I thought my catalytic converter was stolen; Repair shop said no it was something to do with heat exchanger; then 3 days later the thieves returned this part to my trashbin! Now a mechanic called it a resonator. What is this whole thing called (that I'm hoping can be welded and reattached)?
